My masters thesis is on the political, geographic and social history of fences that surround public and housing parks in London. There is limited literature available addressing this specific item but wonder if your members and readings might have some interesting insights into this question.

This may come too late but I can tell you that during World War Two almost all the iron railings and gates in London were melted down for the war effort. I know because I was there. It had an important unexpected effect. Children and probably adults too, could run at will through formerly very private gardens and parks.
